Welcome to ACOMES!
ACOMES is a professional network of organisations that work on energy security, in particular oil. ACOMES is not a formal organization, but has members representing the stock holding agencies in countries with oil stock reserves. The members organize an annual meeting in which a variety of topics that are relevant for the members are discussed. The aim is to increase the professional abilities of staff in the stockholding agencies and to create an effective network that can help agencies to support each other in times of need. The ACOMES meetings are held under Chatham house rules. ACOMES does not cover any political or policy issues.
Besides the annual meeting ACOMES has also working groups that offer a deeper dive in relevant topics. The working groups are:
Fuel quality management
This group shares experience on the long term storage of oil products. A quality measurement tool (Pro Quality) has been developed to track the various parameters of oil products.
Benchmark group
This group focuses on the efficiency of the stockholding agencies. Organizational and storage cost of agencies are compared to overall benchmarks. The data shared and presented is handled confidentially.
Best practice group
In the best practice group various subjects that stock holding agencies need to organize are discussed in detail, with the aim to share best practices and increase the effectiveness to reach stock agencies objectives.
Energy Security Technical Group
The energy transition and changes in the energy security approaches in countries is discussed in this group. In addition the group focuses on crude oil quality and storage.
Organisation
ACOMES has a revolving coordination. The current chair role resides with Gertjan ten Broeke, managing director of COVA in the Netherlands. The ACOMES meeting is hosted every year by one of the stockholding agencies and usually takes place in September. For 2025 the 36th meeting will be hosted by HUSA in Hungary.
